Sorry, it can not, it is not safe for ordinary Li-ion cells. Even if you limit discharge to 500 mA, exposing common lithium-ion cells to 70°C will cause rapid ageing and significant safety risk. You can sometimes run at elevated temps for short periods with purpose-built high-temp cells and very strict controls, but for typical 18650/ pouch/ prismatic Li-ion cells, 70°C is outside recommended operating limits, based on the cell's specificaiton.
